To extend this topic, I'll give you the instruction on how to adjust Office 2007 so that it will save all documents in Office 2003 format automatically:
(1) In office main screen (i.e. Excel 2007), press the office button->select Excel Options.
(2) Select "Save" on the left tab, in "Save files in this format" drop down list, select "Excel 97-2003 Workbook (*.xls)".

Notice that some specific features in Office 2007 will not be available in Office 2003 format. In Win 2008 server environment, you can use the refined GPO to gain the granular control on which office application will be saved on which format.
